A Neighbourhood-watch Community Service Centre in Luyang region under JPNIN .
Its activites are mainly carrying out inter-related missions and various programs for residents & community. An educational program called Tabika scheme for children and with subsidy. Also a SRS scheme encourage young people to participate in patrolling and safe-guarding community security in the region area.
Led by a panel of committees-officers voluntary & recommended to JPNIN for appointment from the region.
The ultimum purpose of mission is to focus & promote better relationship among residents as good neighbourhood with their multiple-ethnic background in order to cooperate in harmony and patriotic for nation as a whole.
It is governed by laws under Parliamentary Act(1975), established since1975 with mission & purpose laid for nation.

RT Luyang's Mission statements & Main purpose:-
- To actively encourage participation by residents for the purpose of helping with regional security awareness as neighbourhood and live in harmony together.
- Encourage residents & families to participate in RT activities to elevate or upkeep current need for better knowledge in many fields to improve living in good environment & secure household.
- Close co-ordination with respective non-profit groups,communities & authorities in the region to organise basic programs for residents & children in the region in education,seminar,or worshop under sponsorship or support by other. Also any immediate focus with talks for security, safety and health issues from relevant professional group or authority.
- To promote understanding among different ethnic malaysian with celebration of occasional different cultural festivals & events such like open house or family day.
- Implement purposeful mission & activities from JPNIN-Jabatan Perpaduan Negara & Integrasi Nasional, for unity & interaction,patriotic among its people in the nation.
